چکیده
در شرایطی که کنترل شیمیائی آفات اجتناب ناپذیر است، باید تلاش شود انتخاب آفتکش بر مبنای حداکثر تاثیر روی آفات و حداقل سمیت روی انسان و محیط زیست باشد. در این راستا حذف آفتکش‌های بسیار خطرناک و مصرف نظارت شده آفتکش‌ها توصیه شده است. بنابراین با هدف کمک به کاربران آفتکش‌ها لیست آفتکش‌های ملزم به مراقبت و آفتکش‌های ممنوعه توسعه یافته است. در تهیه لیست آفتکش‌های ممنوعه از شاخص‌هابی مانند قرار گرفتن در لیست کنوانسیون‌های بین‌المللی (معاهده استوکهلم، روتردام و پروتکل مونترال)، داشتن سمیت حاد (1a, 1b) بر اساس طبقه بندی WHO، دارا بودن سمیت مزمن شامل اثرات سرطانزائی، اثرات موتاژنیک، اثرات تولید مثلی و اثرات مختل کننده غدد درون ریز در نظر گرفته می شود. لیست آفتکش‌های ملزم به مراقبت (Pesticide watchlist) شامل مواد موثره‌ای هستند که به عنوان آفتکش ممنوعه تلقی نمی شوند اما یک خطر بالقوه شدید و یا تجمعی برای سلامت انسان و / یا محیط زیست دارند. استفاده از آفتکش‌های موجود در این لیست زمانی مجاز است که: تمام اقدامات لازم برای کاربرد آنها در چارچوب IPM انجام شود، آفتکش‌های جایگزین برای آنها وجود نداشته باشد و توصیه‌های لازم در خصوص کاهش مخاطرات ذاتی این مواد در نظر گرفته شود. لیست آفتکش‌های ملزم به مراقبت شامل: 1- حشره‌کش‌های نئونیکوتینوئید می باشند که بصورت بلقوه باعث از بین رفتن کلنی‌های زنبورهای عسل شده و یا دارای سمیت حاد بالا برای زنبور عسل می شوند 2- آفتکش‌هائی که از نظر طبقه بندی GHS در طبقه H330 به عنوان کشنده در صورت استنشاق در شرایط مزرعه‌ای قرار می گیرند 3- آفتکش‌هائی دیگری که مطابق با شاخص های آفت کش ها ممنوعه هستند اما در حال حاضر جایگزین دیگری ندارند 4- آفتکش‌هائی که دارای 3 یا بیشتر شاخص از لیست سموم ممنوعه هستند ولی هنوز ممنوع نشده اند 5- آفتکش‌هائی که در لیست مختل کننده غدد درون ریز و یا دارای پتانسیل اختلال بر اساس طبقه بندی اتحادیه اروپا قرار گرفته ولی هنوز به عنوان آفتکش ممنوعه تلقی نمی شوند. در تهیه لیست آفتکش‌های ملزم به مراقبت از شاخص‌هائی مانند سمیت حاد (کشنده در صورت استنشاق)، سمیت مزمن ( احتمالا سرطانزا هستند بر اساس طبقه یندی EPA) و مختل کننده غدد درون ریز هستند (بر اساس طبقه بندی اتحادیه اروپا)) و سمیت زیست محیطی (دارای خاصیت تجمعی، دارای دوام زیاد در آب، خاک، رسوبات، خیلی سمی برای ارگانیزم های آبزی و خیلی سمی برای زنبور عسل) استفاده می شود. در این لیست تعداد 60 آفتکش وجود دارد که تعداد زیادی از آنها در ایران به ثبت رسیده و مورد استفاده قرار می گیرند.

Abstract
When chemical control of pests cannot be avoided, the choice for a pesticide should strive for maximum effectiveness against the pests, and minimum toxicity for people, and environment. In line with this, elimination of highly hazardous pesticides (HHPs) and supervised application as recommended. Therefore, has developed a list of banned pesticides and pesticides Watchlist with the aim of helping pesticide users. In the list of banned pesticides, the following indicators are used: To be included in the list of international conventions (Stockholm and Rotterdom convention and Montreal protocol), acute toxicity (1a, 1b) based on WHO classification, Chronic toxicity including carcinogenic, mutagenic, reproductive toxicant and endocrine disrupting. The pesticides Watchlist is composed of active ingredients that are not banned but that have a potentially severe and/or cumulative risk for human health and/or the environment. The application of active ingredients mentioned in the list is only allowed on the certified crop when: All steps of IPM have been followed, and less hazardous alternative pesticides are not available, and specific recommendations are followed to mitigate or reduce the risks related to the hazardous nature of the product. This list includes: Neonicotinoids which are potentially causing bee colony collapse disorders and/or which are acutely and highly toxic to honey bees, Active ingredients classified as H330 ‘fatal if inhaled’ by the GHS - only those relevant for agricultural (on farm) applications (not warehouse applications), additional active ingredients that meet the indicators of the list of banned pesticides but that do not have any alternative at the moment, active ingredients that meet 3 or more indicators from the PAN list and are not yet banned, active ingredients listed as “endocrine disruptor or potential endocrine disruptor” in EU regulation and not included in the list of banned pesticides. In the pesticide watchlist, the following indicators are used: acute toxicity (fatal if inhaled), chronic toxicity (Probably likely carcinogenic (US EPA) and endocrine disruptor (EU)), environmental toxicity (Very bioaccumulative, very persistent in water, soil, sediment, Very toxic to aquatic organisms, highly toxic to bees). There are 60 pesticides in this list, many of which are registered and used in Iran.
